Elmhurst Park District Hosts Chicago Fireworks Cruise

The Elmhurst Park District will host a cruise around Chicago for an evening of shopping, skyscrapers and fireworks June 26.

The cruise takes off from Navy Pier, where participants are welcome to eat dinner or explore the pier shops. A Shoreline Sightseeing boat will travel down all three branches of the Chicago River for an architecture tour, after which cruisers can watch Navy Pier’s fireworks from a front-row seat at the mouth of the Chicago River.

Elmhurst police raise money for Special Olympics

Don’t be surprised to see Elmhurst police at Dunkin’ Donuts on May 31. They’re not on their break; they’re raising money for Illinois Special Olympics.

Elmhurst police will stake out the Dunkin’ Donuts at 936 N. York Road, as they’ve done before, for the “Cop on Top” event May 31 between 5 a.m. and noon in an effort to raise donations and awareness for the Law Enforcement Torch Run to benefit Illinois Special Olympics. Police officers throughout the state have staked out Dunkin’ Donuts rooftops for the past 11 years.

Last year, Elmhurst police raised more than $6,000 for Illinois Special Olympics. This year, everyone who donates receives a free donut. A $5 donation earns a pin and people who donate $15 can choose between a T-shirt and a hat (while supplies last).

DuPage County Bill allowing to create stormwater utility fee passes State Senate

A bill approved Thursday by the Illinois Senate gives DuPage and Peoria counties authority to enact stormwater utilities fees.

A possible fee would fund stormwater infrastructure improvements to mitigate flooding that has hit the area during big storms in recent years, DuPage County Board Chairman Dan Cronin said. Currently, these improvements are paid for by property taxes.

Feds Charge Elmhurst Woman with Healthcare Fraud

A 30-year-old Elmhurst woman has been charged with engaging in a scheme to defraud the Medicare program.

Ellyse Lamon is among seven defendants in the Chicago area charged in separate instances of healthcare fraud, federal law enforcement officials announced Tuesday. Lamon, an account executive at a company that sells durable medical equipment, was charged in U.S. District Court with one count of healthcare fraud for allegedly engaging in a $350,000 Medicare false billing scheme.

Lamon’s company sold equipment such as back braces and transcutaneous electrical nerve stimulation units, also known as tens units. Between October 2010 and May 2011, Lamon allegedly caused her company to submit false claims to Medicare stating that a physician had prescribed back braces and tens units when she knew that no physician had done so and the items were not medically necessary.

Elmhurst garage plan rejected

Elmhurst Zoning and Planning Commission members unanimously rejected a proposal for a six-story mixed-use garage project downtown, saying the developer failed to persuade them of the need for six stories or the lot-line-to-lot-line footprint requested.

“As far as the zoning commission is concerned, it’s not an optimal use of that property,” Commissioner Susan McCoyd said before voting against the plan on May 9.

A final report summarizing commission objections will be prepared over the next several weeks.

The report will then go to the City Council for automatic referral to the council’s Development, Planning and Zoning Committee for further review. That committee’s report will go back to the council for final action.

The council could vote to approve the project despite the commission’s recommendation against it, but that would require a two-thirds vote of council members, according to Planning and Zoning Administrator Than Werner.

McCoyd was joined in her no vote by Frank Mushow, Lisa Callaway, Brendan Hill, Richard Frolik Jr. and Chairman Darrell Whistler. Commissioners Alan Brinkmeier, Daniel Corrado and Thomas Torcasso missed the meeting.

In two previous meetings, commissioners took public comment from the developer, Addison Corridor Development I LLC, and from long lines of speakers opposing the plan.

Six-Story Building on Addison Gets a Big ‘No’ from Elmhurst Zoning Commission

Elmhurst Zoning and Planning Commission voted unanimously Thursday to recommend denial of a developer’s request to build a six-story retail, office and parking structure downtown, at 135-149 N. Addison St.

“I don’t think they ever made the case as to why they needed six stories,” Commissioner Susan McCoyd said.

Lead developer Addison Corridor LLC and construction company ARCO/Murray need a variance for the 67-foot-building and associated setbacks on the site. ACRO/Murrayrepresentatives answered questions last month about the plan, but they also have said that some aspects of the plan have yet to be worked out.

Often heated testimony during two public hearings in February and April  focused on the height of the building, whether the city needs more office space and many other issues. On Thursday, commissioners focused their discussion on the lack of green and public space, the function of an alley used for accessing the building and the best use of the property.

Chairman Darrell Whistler stated repeatedly that there seemed to be no vision for this part of the city, and that makes it difficult to evaluate the developer’s claims in comparison to the standards for granting the variation.

Elmhurst Memorial Healthcare Receives ‘A’ in Safety

The Leapfrog Group has given Elmhurst Memorial Healthcare an “A” Hospital Safety Score during its Spring 2013 update.

The Leapfrog Group is an independent nonprofit run by large purchasers of health benefits, such as employers. The group grades hospitals with A, B, C, D or F scores based on preventable medical errors, injuries accidents and infections.

Elmhurst City Council hears flood complaints

Recently elected Elmhurst City Council members were sworn in this week and immediately got an earful from residents still agitated about mid-April flooding.

“One way to maintain the value of my home and your home is by fixing the problems,” resident Kathleen Sullivan said.

Sullivan, one of about 15 speakers, was a member of the city’s 2010 stormwater task force and said the plan it developed is still on the shelf.

Robert Farr, of the 300 block of Geneva Avenue, said repeated flooding has caused his neighborhood to be known in recent years as Lake Geneva. He said the area experienced not just overland flooding, but sanitary sewer backups after a sanitary sewer lift station in East End Park stopped running.

“When it started running, it immediately drew down the water level,” Farr said.

Tracy Breen, of the 100 block of Walnut, said the speed of the water rising in her basement and street flooding that isolated her home were terrifying. She questioned why the city couldn’t simply run pipes from her area to the nearby quarry.

“We have to find a solution,” Breen said.

Two residents cited steps they have taken that provided at least partial solutions. Steven Koch said installation of a simple backflow check valve had saved him thousands of dollars by minimizing flooding of his basement, while the other said he had signed up for the city’s overhead sewer program, which prevented flooding in his basement.

Before residents spoke Monday, city officials gave a storm update and talked about some of the steps being taken to control flooding like that from the April 17-18 storm that dropped 7 inches of rain on already-saturated ground.
