Sex offender arrested at a children’s play area near Elk Grove Village

A convicted sexual predator is in custody after being arrested while loitering at a children’s play area in a restaurant near Elk Grove Village, the Cook County sheriff’s office said today.

Joseph O’Brien was arrested last Sunday after the manager of the restaurant in the 1900 block of East Higgins Road called to report him loitering there, according to a release from Sheriff Tom Dart’s office.

Tighter bond conditions for a Glen Ellyn man

A DuPage County judge set tighter bond conditions for a Glen Ellyn man Friday after neighbors unnerved by the school shootings in Newtown, Conn., raised concerns about his growing arrest record and unusual behavior.

Christopher Shukin has been arrested 10 times since November 2011 on a variety of charges, from walking around naked to window peeping and grabbing a 4-year-old child he didn’t know.

In court Friday, Judge John Kinsella ordered Shukin fit with a GPS monitoring device while under psychiatric care at a Naperville hospital. Kinsella said he would issue an arrest warrant if Shukin leaves the facility, which he checked into Thursday.

Prosecutors plan to argue at a hearing Monday that Shukin should be taken into custody, in light of his repeated arrests and a community outcry.

Hazing results in 3-game forfeit for Hoffman Estates High School

The Hoffman Estates High School boys varsity basketball team is forfeiting three games as a result of an internal investigation by school district officials into hazing allegations.

The forfeits include Friday’s canceled game against Schaumburg as well as Saturday’s game against Hersey and Tuesday’s game against Streamwood, according to Palatine-Schaumburg High School District 211 spokesman Tom Petersen.

Man extricated from Elk Grove Village crash

Elk Grove fire officials said a man had to be cut out of the backseat of a car after a three-vehicle crash on northbound 290 south of Devon Avenue.

Three patients were transported with minor injuries to Alexian Brothers Medical Center in Elk Grove Village, firefighters said.

Man killed by semi-trailer truck in Elk Grove Village

A man was killed by a semi truck just south of the Jane Addams Memorial Tollway in northwest suburban Elk Grove Village Friday night.

A tractor semi trailer was traveling southbound on Elmhurst Road approaching Landmeir Road about 9:30 p.m. when the vehicle hit a pedestrian in the roadway, a release from Elk Grove Village police said.

Former Money Manager Pleads Guilty In Ponzi Scheme

A former money manager already imprisoned for financial crimes pleaded guilty today in a multimillion-dollar Ponzi scheme and was ordered to pay $10 million in restitution.

The Illinois Attorney General’s office announced Kevin Carney, 51, pleaded guilty before DuPage Judge George J. Bakalis to theft by deception over $500,000, and charges of mail fraud, wire fraud and securities fraud.

He was sentenced to 13 years in the Illinois Department of Corrections and ordered to pay $10.2 million to more than 300 victims.

Carney, formerly of Elk Grove Village, got people to invest in his fraudulent management scheme by promising a 20-percent monthly return, but he never made any actual profits and paid off earlier investors with money from victims who bought in later, according to a release from the Attorney General’s office.

Teacher Who Changed Grades Now Accused Of Forgery

A school teacher convicted of computer tampering for changing the grades of Antioch High School football players has been charged with forgery for allegedly defrauding her new employer.

Sara Glashagel of Elk Grove Village was working as a sales representative for DeKalb-based American Marketing & Publishing when she was arrested.

Glashagel allegedly sold advertising to fictitious companies or real companies she did not visit. The 27-year-old woman submitted the bogus contracts to collect commission payments.

Elk Grove Village Water Rate Increase Will Begin Appearing On August Bill

Elk Grove Village trustees have approved a double-digit percentage increase in water rates for the next four years, explaining the village no longer can afford to absorb increases passed on by the city of Chicago for Lake Michigan water.

Beginning with the Aug. 1 bill, which reflects water usage for the last two months and a sewage fee, users will pay 17 percent more for 2012, then 12 percent in 2013, 13 percent in 2014 and 12 percent in 2015. In November, the Chicago City Council raised its water charge by 25 percent in 2012, then 15 percent each of the following three years, effective Feb. 15, 2012.

In a letter being sent with Aug. 1 water bills, Elk Grove Village officials called Chicago’s rate increase, “irresponsible during these difficult financial times.” It adds, “While Elk Grove absorbed as much of Chicago’s water rate increase for as long as possible, we are now compelled to pass along some of Chicago’s water rate increase to our customers, as most other towns have done already.”

Mayor Craig Johnson said May 8, before the Village Board that night unanimously approved the increase, “We’ve held off as long as we could on passing on the increase.”

There years ago, Chicago passed on a 15 percent annual water charge increase, Johnson said. He called the latest increase, “unbelievable” and claimed Chicago is, “using the suburbs to pay for its infrastructure repairs.”

Elk Grove Village Invites Resident Input On Video Gambling

Elk Grove Village will conduct a public hearing on May 22 to garner resident input on whether the village should allow video gambling, Mayor Craig Johnson said Tuesday.

“We will have a special Committee of the Whole to discuss the machines and see if we’re going to allow it,” Johnson said.

The state legalized video gambling in 2009 to raise $31 billion for capital improvements. The program is yet to get off the ground. The state is expected to begin handing out video gambling licenses later this year.

As many as 15,000 locations statewide are expected to seek licenses once applications become available, according to the Illinois Gaming Board. No more than five machines can be placed in licensed truck stops, restaurants with liquor licenses, bars, clubs, and halls of fraternal and veterans’ organizations.

Johnson said in the last two years several businesses have approached board members about getting video gambling machines and it’s time to get answers.

“We owe it to all of them to have an open, public fact-gathering mission,” he said.

Counties and municipalities that allow video gambling will receive 5 percent of net revenues (after winnings are paid out). The state collects 25 percent of net revenues, while establishment owners and the terminal operators evenly split the rest.

Elk Grove Village is anticipating roughly $50,000 to $100,000 in yearly revenue from video gambling if it allows it. But revenues may decline depending on how many towns in the area have video gambling, Johnson said.

Johnson said his primary concern is the village has no authority to regulate video poker machines, which would be permitted in any business holding a liquor license where on-site consumption is allowed.
